An owner builder is an individual over 18 years of age who intends to carry out residential building works on land they own which is or will become their home, under the authority of an officially issued Owner Builder Permit. Permits are required in NSW, QLD and VIC at least.
Owner Builder work is any construction work (including supervision and co-ordination) involved in the construction of, or alterations to, repairs of or additions to, a dwelling or structure which may be a house, terrace, town-house, duplex, garage, swimming pool and certain other structures and improvements.

ABOUT the OFT COURSE and OWNER BUILDING in NSW.
You must complete the compulsory Owner Builder Course before applying to the OFT for a Permit. Owner Building is project managing your planned construction needs, as well as taking responsibility for the safety of your building site and the quality of the construction. About Owner Building.
It is a prerequisite to have a OHS White Card BEFORE you may commence the 91509NSW Course in Owner Builder Compliance.
STEP 1: - Provide proof of your OH&S White Card, OR complete OHS Unit CPCCOHS1001A work safely in the construction industry.
If you hold an OHS White Card issued after March 2003, simply send us a clear copy of both sides or of the certificate, by post, facsimile or scan and email. See a PDF Enrolment Forms for details : Correspondence Hard Copy or Online.
If you do not have one, enrol in the 1 day OHS White Card course which by law can only be obtained in a face to face workshop. We can enrol you (click here) in an Express CBD OHS Unit CPCCOHS1001A work safely in the construction industry course, held at the convenient CBD location at Town Hall Station. Classes are conducted Monday to Saturday. If you live beyond Sydney, we can assist you to find a local OHS White Card course provider.
If you require the OHS White Card, we can help organise to enrol you in an Express OHS Course.Courses are run Monday to Saturday in the Sydney CBD, near Town Hall Station.

QLD - Owner Builder Course
These Queensland Owner Builder courses are recognised by the Queensland Building Services Authority as fully meeting their requirements for the issuing of a QLD Owner Builder Permit.
IMPORTANT NOTE: Before commencing, you will need to already possess an OH&S White Card, or to undertake and successfully complete the Work Safely in the Construction Industry CPCCOHS1001A course, sometimes also known as the 'White Card'. This is a compulsory unit that is required along with obtaining your Owner Builder Statement of Attainment certificate.

About Owner Building in Queensland.
Under the Queensland Building Services Authority Act 1991 (QBSA Act), it is compulsory for home owners that wish to perform or coordinate domestic building works on their property for a single project to the building works value of $11,000 or more, that they must hold an Owner Builder Permit, which can only be issued by the Building Services Authority (BSA).
A Permit can not be issued for construction or renovation of multiple dwellings, dual occupancy dwellings or commercial premises (e.g. duplexes, town houses, boarding houses, shops, industrial buildings, farm buildings etc).
Examples work for which an Owner Builder Permit must be obtained:
- Construction of a new home (single dwelling only)
- Renovation or alteration to an existing dwelling
- Extension or addition to an existing dwelling
- Constructing a garage, carport or domestic shed
- Swimming pools
- Pergolas / entertainment areas
The Owner Builder Statement of Attainment certificate is valid for up to five (5) years from the date of issue on successfully completing the course.
Owner Builder Permits issued by the Building Services Authority are valid for up to six (6) years from the date of issue.

VIC - Owner Builder Course
In Victoria an Owner Builder must obtain a Certificate of Consent from the Building Commission in Victoria for any domestic building work carried out on your land that exceeds $12,000. The applicant must sign a statutory declaration and pay a $83.30 fee. Owner Builders may only obtain a building permit for a single dwelling and associated work on a single property in any three-year period. It is not compulsory to do an ower builder course in Victoria.
We run Owner Builder courses in Melbourne for the purposes of learning and understanding how to owner build and project manage. Below are the course Modules that you will learn from completing the owner Builder Course, at the end of this course you will receive a 'Certificate of Acknowledgment' for completing the course.
The Owner Building in Victoria Course held in Melbourne, which comprises of 5 modules:
- Knowledge Module 1.1: Design Check - 5 Star Energy Rating explanation (3 hours)
- Knowledge Module 1.2: Estimating, Cost control plus Occupational Health & Safety (3 hours)
- Knowledge Module 1.3: Off site co-ordination + Administration, On site supervision, Planning & Permits (3 hours)
- Knowledge Module 1.4: Specification workshop A - Contracts + Insurances (1 hour) / Module 1.5 (2 hours)
- Knowledge Module 1.5 Specification workshop B - Materials & Systems, Identification, Product & Material info. (3 hours)
Please note: When Module 1.4 is held, as it is only for 1 hr, Module 1.5 will begin straight after and run for 2 hrs. Module 1.5 runs for a total of 5 hours.
The fee including GST is $330 per person, or $440 for a couple.
NSW - Owner Builder Course
This course was valid until 30th September 2010. Please refer to the new NSW Owner Builder Course effective 1st October 2010.

The new compulsory OFT course 91509NSW - Course in Owner Builder Compliance on, which requires 4 days of teaching, became effiective on 1st October 2010. The NSW Office of Fair Trading has structured this new course and it the only one approved course and which can only be delivered by a Registered Training Organisation (RTO).
If you have completed the 'current' NSW Owner Builder Course (Workshop, Correspondence or Private Tuition) but have not submitted the Knowledge Test, it is advised that it be completed by 30th September 2010.
In NSW, if you are planning to build a home, extension, renovation, garage or swimming pool yourself or using sub contractors where the proposed work's value is more than $12,000 (including labour and materials), you must obtain an Owner Builder Permit. Some local councils will require you to build as an Owner Builder if the value of your project is $5,000 or over.
To obtain an Owner Builder Permit, as the owner of the land, you must successfully complete a Course approved by the NSW Office of Fair Trading, and obtain a Certificate of Attainment in the identical name on your Title Deed either in your own right, or as a joint owner.
